Use Case Overview:

Why does Windows Server 2016 Datacenter appear like Windows 10, version 1607 in Vulcan?

The kernel version (in this case 1607) is the same for both servers and desktops. Meaning that Windows Server 2016 Datacenter and Windows 10, version 1607 will get the same fix because they have the same core version.
